Accessibility

This declaration of accessibility applies to the website published at www.bremen-city.de.

As a public client, we endeavor to make our websites and mobile applications consistent with the provisions of the Bremen Disability Equality Act (hereinafter referred to as (BremBGG)) and the Bremen Barrier-Free Information Technology Ordinance (hereinafter referred to as BremBITV) for the implementation of Directive (EU) 2016/ 2102 to make it barrier-free accessible.
The accessibility check was based on the WCAG test and the Web Content Accessibility Guidelines 2.1. An external certification of accessibility has not yet been carried out, the declaration is based on a self-assessment.
This digital accessibility statement applies to the basic functions (basic structure, navigation, page structure, mobile view, additional modules and functions) of the website.

Enforcement procedure - reference to the arbitration procedure according to § 22 of the Bremen Disability Equality Act (BremBGG)

If you are affected by a lack of accessibility when using digital presences and offers from public bodies, you can contact the central office for barrier-free information technology as the enforcement body for Bremen if you do not receive a satisfactory answer within the deadline and the barrier still exists. You can apply to the arbitration board to initiate arbitration proceedings.

The following content and operating elements of this offer are currently not or partially barrier-free

  • live subtitles
    In the case of live transmissions of synchronized media, all audio content must be provided as extended subtitles (captions). This requirement has not been implemented.

  • audio description
    Audio description shall be provided for all pre-recorded video content of synchronized media. This does not apply to media alternatives for text, which are clearly marked as such. This requirement has not been implemented.

  • sign language
    German Sign Language translations shall be provided for pre-recorded audio content in Synchronized Media.

  • sensory characteristics
    Instructions for understanding and using the content do not rely solely on sensory characteristics of the items, such as B. shape, size, visual placement, orientation or sound. This requirement has been partially implemented.

  • contrast
    In the visual presentation of text and type graphics, the contrast ratio between foreground and background color is at least 4.5:1. For large type and type graphics with large type, a contrast ratio of at least 3:1 applies. No minimum contrast is required for incidental text and type graphics that are part an inactive component of the user interface, that is purely decorative, that is incidental text in an image, or that is not visible to the user. Text forming part of a logo or brand name also does not have minimum contrast requirements. This requirement has been partially implemented.

  • visual presentation
    Mechanisms are available for the visual presentation of blocks of text that allow: foreground and background colors are user selectable, line width is no more than 80 characters, text is not justified, line spacing is at least 1.5 Lines within paragraphs, the space between paragraphs is greater than line spacing, and text can be enlarged up to 200% in full-screen mode without assistive technology, without users having to scroll a line of text horizontally. This requirement has not been implemented.

  • non-text contrast
    Information-carrying graphics as well as graphic control elements and their states and have a contrast to adjacent colors of 3:1 or better. This requirement has been partially implemented.

  • text spacing
    Line, paragraph, word and letter spacing can be set by users to the following values without losing content or functionality: Lines: 1.5 times the text size; Spacing after paragraphs: 2x text size; Letter kerning: 0.12 times the text size; Word spacing: 0.16 times the text size. This requirement has been partially implemented.

  • Overlay content
    Additional content revealed using pointer or keyboard focus remains visible when the pointer moves over it, does not close on its own, and is closable without changing focus position. The request was not implemented.

  • Unusual Words
    Explanatory mechanisms are in place for words or phrases used in an uncommon or restricted sense, including dialects and jargon.

  • Simple language
    All content shall use the clearest and simplest language that is appropriate. For difficult texts, additional explanatory content or graphical or audio presentations are provided.

  • error prevention
    For websites that require users to submit information, they have at least one of the following options: Execution can be reversed. The data entered will be checked for input errors and there is the option of correcting them if necessary. The information can be reviewed, corrected and confirmed before it is finally sent. This requirement has been partially implemented.

  • Name, Role, Value
    All user interface components are programmatically recognizable by name and role. States, properties and values that can be set by users can also be set by a program. When these states, properties, and values change, user agents, including assistive technologies, are notified. This requirement has been partially implemented.   • status messages
    Content statuses are programmatically determinable via roles or properties so that they can be emitted by assistive technology without losing focus.

  • reading function
    A separate reading function is not offered. However, the pages are optimized in such a way that they can be read by standard screen readers such as "Jaws".

  • PDF and Word files/forms
    Not all PDF and Word files are accessible.
  • text alternatives
    If alt text is insufficient for the text alternative, a long description is provided and this is noted in the alt text.

  • forms
    * Multi-part forms have grouped information blocks that belong together in terms of content.
    * Captions and associated form input fields are logically linked.
